Complaints

You may either:

  • Write a letter to the Opticians of Manitoba (OOM), including:
    • Your full name, mailing address, and phone number
    • Your signature
    • Date
    • Name of the Optician that the complaint is filed against
    • Optician’s business name, business address and phone number
    • A summary of the complaint such as the date and time of the incident, the order of events, and the names of any witnesses
    • Any supporting documentation such as copies of receipts and products in question

  • Reviews the complaint
  • Sends a letter to the Complainant to acknowledge receipt of the complaint
  • Sends a notification letter to the Optician named in the complaint and provides a copy of the Complainant’s letter
  • Asks the Optician to send OOM a written response within 14 days and to include copies of any documentation related to the complaint
  • Forwards the Complainant’s letter, the Optician’s response, and any documentation provided to the Complaints Resolution Committee if the complaint cannot be resolved informally
  • Reviews the complaint
  • Determines whether an investigation is required or whether there is sufficient information to reach a decision
  • If an investigation is required, the Complaints Resolution Committee may:
  • Contact the Complainant and/or Optician for clarification
  • Inspect products
  • Obtain copies of documents
  • Interview and obtain statements from witnesses or others
  • Inspect records
  • Authorize an undercover investigation
  • Provide the Complainant and Optician with written notification of the decision
  • The Complaints Resolution Committee can make any of the following decisions:
    • Dismiss the complaint and take no further action
    • Refer the Optician to an Inquiry Committee for a specified allegation of professional misconduct or incompetence

The Complainant and Optician have the right to appeal the decision of the Complaints Resolution Committee. To appeal, you must write a letter and send it to the address below within 14 days of receiving written notification of the decision:
